It is meant to pursuad you from buying the product you are investigating. I would have thought that C|net gets a penny from the vender (Toshiba in this case) for every hit on the product page, but it looks like it´s the competitors who are paying them. What kind of a business model is that?
Supposedly — according to the C|net disclaimer below — these ads were generated not by an (un)intelligent employee at C|net (or HP) but by a software agent, by polling and comparing product specs AND REVIEWS. It deserves an Wow if the claim is completely true, given the quality of writing. It could be a great educational aide for college students.
